Lieutenant Bobby L. Deal has committed over 30 years of dedicated service to the Jacksonville Sheriff’s Office and has served as the Executive Director for the Police Athletic League of Jacksonville for the past two years.  Lt. Deal was re-elected by the Jacksonville Police Officers as Police Trustee in 2004.  He is serving his fifth term as Trustee.  Lt. Deal served as Board Chair during 2001 and is currently serving as Board Secretary for the Police and Fire Pension. 

Lt. Deal’s hard work has been contributed to one of Jacksonville’s most highlighted successful projects, The Mallison “Fresh Start in the Park” initiative.  The focus of this project was to bring areas leaders, business partners and local organizations together to join forces in an effort to reduce crime a community that was deteriorating from high crime rates, gang activity, and major unsafe conditions.  Lt. Deal was the forefront leader that implemented the capital improvements and renovations to the community center and surrounding park as well as enhancements to revitalize the adjacent neighborhoods that border around the park.  As a result, there is a significant reduction in violent incidents by 35%; property incidents by 18% and calls for service were reduced by 12%.

During his tenure as Executive Director of PAL, Lt. Deal has dedicated his efforts in securing funding sources that have contributed to a 41% increase in PAL’s revenue growth and  and a substantial increase in youth participation in the education and athletic programs over the past two years.  This success has positioned PAL to be  one of Jacksonville’s most premier and unique youth organizations.  Through Lt. Deals positive direction, the PAL enrolled 350 students for the 2005/2006 academic year in which 94% of all youth participants were promoted to the next grade level exceeding the FCAT requirements. Additionally, PAL’s after-school education program achieved an “above satisfactory” annual audit rating from the Jacksonville Children’s Commission at ALL FIVE sites for two consecutive years.

On August 1, 2006. Lt Deal was inducted into the Police Softball Hall of Fame and will be honored in December for his high level of playing and his exceptional contributions promoting the sport of Law Enforcement Softball.

Lt. Deal partnered with Dr. Laura Bailet of Nemours Children’s Hospital to develop a new PAL Dyslexia Initiative to test children at all PAL sites that are failing or struggling academically. As a result, PAL youth are showing a significant improvement in their reading skills and FCAT testing.

The Grand Lodge Fraternal Order of Police Appreciation award was presented to Lt. Deal for serving as Chairman of the Grand Lodge Fraternal Order of Police Pension and Health Committee during 2004-2005

The Jacksonville Bar Association Awarded Lt. Deal with the Liberty Bell Award for working on behalf of Jacksonville youth and support of building stringer and healthier communities.  

The First Coast Family Center of Jacksonville presented the Life Time Achievement Award to Lt. Deal at the 14th Annual Child Abuse Prevention Recognition Awards Ceremony for his dedicated work to improve the quality of life for Jacksonville youth.
